What is the present situation? Outline the current situation, especially if the rationale for the proposal is to deal with something that is not working in the organization.
What is the desired situation?
Outline what the organization would like to achieve.
What issues, problems, concerns exist in the present and/or desired situation?
When something is not working, the objective is to show contrast and tension between what exists now and what the organization wants.

Responsibilities
This segment may only be applicable once a contract has been negotiated.

Executive summary
The executive summary goes at the front of the report. Take the key points from each area and incorporate them into an executive summary of your proposal.
